Eligibility check
We review the proposed role, the candidate, and the employer's current pass-holder profile against Immigration Department eligibility criteria for the relevant pass type — EP qualifying salary tier (Category I / II / III), PVP scope and duration limits, Work Permit sector eligibility, quota, and approved source country list, and Dependant's Pass eligibility for EP holders' immediate family. If eligibility is marginal, we say so before any application is submitted, with options to strengthen the application or consider alternative pass types.

Application preparation
We assemble the complete Immigration Department submission package — application forms, supporting documents from the employer and candidate, qualification verifications, role justification, ESD endorsement requirements where applicable, and any sector-specific or pass-specific supplementary submissions. We review for completeness against the Immigration Department's current documentation requirements before filing.

Submission & monitoring
We file the application with the Immigration Department via the appropriate channel (ESD Online for EP and Dependant's Pass; MyXpats Centre for PVP; FWCMS for Work Permits), monitor processing status, and respond to any Immigration Department queries within the requested timeframe. If the Immigration Department requests additional information or documentation, we coordinate with the employer and candidate to provide a substantive response.

Renewals, changes, & appeals
After approval, we coordinate ongoing pass management — renewals filed ahead of expiry, change-of-employer applications, cancellations on departure, and dependant pass linkages. If a query or rejection requires an appeal, we prepare and submit a substantive appeal package with the employer.

We file Employment Passes, Professional Visit Passes, Work Permits, and Dependant’s Passes for Malaysia employers, backed by the People Profilers group's 23+ years of regional recruitment heritage across Southeast Asia. We are the JTKSM-licensed filer; the client remains the legal employer of every pass holder. Our practice is built around three things — accurate first-time submissions to reduce the likelihood of queries or rejections, honest eligibility advice before applications are filed (we will say no if the candidate's profile doesn't meet current criteria), and a per-application pricing model with no minimum commitment so you only pay for filings you actually need. We don't pretend to control the Immigration Department's processing timelines or approval decisions — those sit with the Immigration Department — but we do everything within our control to give each application the best chance.

Which work passes do you handle?
Our standalone service covers the four main Malaysia work passes that account for the vast majority of Malaysia employer filings: Employment Pass (EP), Professional Visit Pass (PVP), Work Permit (PLKS), and Dependant’s Pass. For each, we file initial applications, manage renewals ahead of expiry, and coordinate cancellations on departure.
Specialist routes — Residence Pass-Talent (RP-T), Malaysia My Second Home (MM2H), Returning Expert Programme (REP), and permanent residency applications — sit outside our standard work pass scope. If your situation involves these, we can refer you to immigration specialists who focus on those specific routes, or discuss whether the standard pass framework is a better fit.
How is your work pass service priced?
Per-application service fee on a transparent line-item structure. You pay one fee per pass we file, on top of the Immigration Department's official application charges (which we pass through at the Immigration Department's published rates with no markup). Different rates apply to different pass types — EPs are priced higher than PVPs or Work Permits because they typically require more substantive application preparation, EP qualifying criteria documentation, and supporting role justification.
There's no minimum commitment, no retainer, and no annual contract. You engage us when you have a filing; you don't pay anything when you don't. Every fee is quoted in writing before any application is submitted — no surprises after the fact.

Do you guarantee work pass approvals?
No, and any EA-licensed agent that does is misleading you. Work pass approval decisions are made by the Immigration Department based on their current eligibility frameworks (EP qualifying criteria for EPs, scope rules for PVP and quota/dependency rules for Work Permit, etc.), the strength of the application, and broader policy considerations. None of those sit within an agent's control.
What we do commit to is filing-quality: honest eligibility advice before any application is submitted (we'll tell you when a profile looks marginal rather than file a weak application for the fee), complete and accurate documentation, substantive responses to any Immigration Department queries, and prepared appeal packages if a rejection warrants one. That practice typically translates to higher first-time approval rates and fewer queries — but the decision itself remains the Immigration Department's.
How long does the Immigration Department take to process work passes?
Processing times are set and updated by the Immigration Department and vary by pass type, applicant profile, and the current Immigration Department queue. We don't publish our own timelines because doing so would imply control over a process that's entirely the Immigration Department's. Instead, we point clients to the Immigration Department's official published processing times for each pass type and update expectations if the Immigration Department's queue lengthens or shortens.

When you engage us for a filing, we share the current published times for your specific pass type and flag any unusual queue behaviour we're seeing.
What happens if the Immigration Department queries or rejects an application?
Immigration Department queries — requests for additional information or clarification — are a normal part of work pass processing for many applications, particularly for borderline EP qualifying criteria, non-standard candidate profiles, or roles where the eligibility framing needs further substantiation. When we receive a query, we coordinate with the employer and candidate to assemble a substantive response within the Immigration Department's requested timeframe.
If the Immigration Department rejects an application, we review the rejection grounds with the employer and assess whether an appeal has a realistic path. Appeals require a substantive new submission — fresh evidence, restructured role framing, or additional documentation addressing the specific reasons the Immigration Department cited. We don't file appeals reflexively; if our review suggests the rejection is sound under current Immigration Department criteria, we'll say so and discuss alternative pass types or candidate options.
How is this different from your HR Shared Services or in-house immigration staff?
Standalone Work Pass services suit employers who run their own HR function in-house but want a JTKSM-licensed agent for filings. You keep your payroll, employee lifecycle, and statutory work in-house (or with a different provider); you engage us only when you need a pass filed.
